Methodology

The OECD describes the index this way: the index "measures statutory restrictions on foreign direct investment in 22 economic sectors across 100+ countries". It captures four main types of restriction: foreign equity limits, screening and approval mechanisms, restrictions on key foreign personnel, and other restrictions faced by foreign investors, such as restrictions on the acquisition of land and real estate for business purposes.

The OECD adds that "The information in the database is based on official legal sources".

The OECD terms for data allow reuse for any purpose, including commercial use, with credit to the OECD and the same credit in any onward licence. If you reuse this table, credit the OECD and keep that requirement.

Invest Global copies the scores from the OECD without change and shows them to three decimal places. A country appears only when all five scores exist, so no cell is blank. The table is sorted by the overall score, highest first. Retrieved 8 October 2026.

A score summarises statutory restrictions in force at the time of the OECD update. It does not describe how a rule is applied, and it is not legal advice. Read the current law and take local advice before relying on any rule.
